The week of August 16–22 was marked by intensified Russian airstrikes on Ukrainian cities, a major prisoner exchange and a new round of domestic political debate. Russia launched massive attacks on Kyiv and Kryvyi Rih, where dozens of civilians were killed, while Ukraine continued strikes against Russian energy infrastructure. Kyiv also held talks with European and U.S. partners on strengthening air and missile defense. At the same time, 103 Ukrainian servicemen returned from Russian captivity.

Attack on Kyiv: Death Toll Rises to 17
On the night of August 20, Russian forces launched a massive attack on Kyiv using ballistic, cruise and hypersonic missiles, as well as drones. According to Ukrainian authorities, residential buildings, a school, a medical facility, industrial sites and infrastructure facilities were damaged. The upper floors of a nine-story residential building in Kyiv’s Solomianskyi district were destroyed.
By August 21, the death toll in Kyiv and the surrounding region had reached 17, while more than 40 people were injured. Ukraine’s Air Force said Russia had launched 168 drones and dozens of missiles during the attack; almost 90% of the drones and most of the cruise missiles were shot down or suppressed. Kyiv Mayor Vitali Klitschko declared August 21 a day of mourning in the capital.
President Volodymyr Zelenskyy said the shortage of interceptor missiles for air defense was resulting in casualties that, in his view, could have been avoided. The issue of air defense supplies became one of the central topics in Kyiv’s talks with its partners as preparations for the winter period continued.
Kryvyi Rih: Strike on Shopping Center Kills 16
On August 21, Russian drones attacked a shopping center in Kryvyi Rih. As of August 22, 16 people had been killed and about 130 injured, including 23 children. Nine people, including two children, were reported missing, while rescue workers continued clearing the rubble.
President Volodymyr Zelenskyy said the first strike hit a commercial facility, while a second drone, according to his account, attacked the area about half an hour later, when emergency crews were already working at the scene. Russia has not publicly acknowledged deliberately targeting rescuers. Following the attack, Kyiv again called on Western countries to increase supplies of air and missile defense systems.
EU foreign policy chief Kaja Kallas said the bloc’s defense and foreign ministers would discuss strengthening Ukraine’s air defenses after the summer break. She also said preparations were underway for additional sanctions against Russia.
Prisoner Exchange: 103 Ukrainians Return Home
On August 19, Russia and Ukraine conducted a prisoner exchange involving 103 people on each side. Volodymyr Zelenskyy said the Ukrainians released included members of the Armed Forces, the National Guard and the State Border Guard Service. They had fought in the defense of Mariupol and in areas of Donetsk, Luhansk, Kharkiv, Zaporizhzhia, Kherson, Dnipropetrovsk and Sumy regions.
According to Ukraine’s Coordination Headquarters for the Treatment of Prisoners of War, 101 of those released were enlisted personnel and sergeants, while two were officers. The International Committee of the Red Cross had confirmed the captivity of 102 people. The Ukrainian side said it expected exchanges to continue through the end of August.
The exchange was one of the few practical results of interaction between Moscow and Kyiv amid the absence of an agreement on a ceasefire.
Political Dispute Surrounding Mykhailo Fedorov and Elections
Domestic politics during the week centered on former Defense Minister Mykhailo Fedorov. Following his dismissal in July, protests were held in Kyiv and other cities calling for his return to office. On August 19, the Verkhovna Rada approved Yevhen Khmara as the new defense minister, after which the scale of the protests declined sharply.
On August 18, Fedorov called for efforts to find a way to hold presidential elections even during the war and said the country was facing a crisis of governance. Ukrainian legislation does not allow elections to be held while martial law is in force. The Kremlin used the former minister’s statement to claim that divisions existed within Ukraine’s leadership.
On August 21, Reuters reported that Fedorov was planning a trip to the United States to raise funding for defense technology projects and Ukrainian startups. A source close to the former minister said the trip was not connected to seeking political support for his position on elections.
Ukraine Steps Up Strikes on Russian Energy Infrastructure
During the week, Ukrainian forces continued attacks on Russia’s oil and logistics infrastructure. On August 20, the Ukrainian military confirmed strikes on the TANECO oil refinery in Tatarstan and the Tamanneftegaz oil terminal in Russia’s Krasnodar region. According to Ukrainian reports, fires broke out at the facilities.
On the night of August 22, Ukrainian drones attacked several Russian regions. Reuters reported at least eight deaths during the wave of strikes. The targets reportedly included a warehouse belonging to online retailer Ozon in Samara region and oil-refining infrastructure. Russia’s Defense Ministry said it had intercepted 457 Ukrainian drones.
Strikes on energy and logistics facilities have become part of Ukraine’s long-range strategy targeting infrastructure connected to Russia’s military economy.
Kyiv Discusses Air Defense With Kellogg and Germany
On August 22, former U.S. special envoy Keith Kellogg met with Zelenskyy in Kyiv. The Ukrainian president said they discussed the intensification of Russian attacks and the development of a joint missile-defense system with European partners. Kyiv also said it was prepared to purchase interceptor missiles for Patriot systems.
Kellogg had previously visited the Odesa Commercial Sea Port, where discussions focused on maritime security, the operation of the maritime corridor and the restoration of port infrastructure.
On the same day, German Foreign Minister Johann Wadephul arrived in Kyiv. He said he had come on the eve of the 35th anniversary of independence to reaffirm Germany’s support and discuss assistance to Ukraine ahead of the new winter season.
Ukraine Continues EU Accession Negotiations
On August 19, representatives of Ukraine and Belgium discussed further progress in negotiations on Ukraine’s accession to the European Union. Deputy Prime Minister for European and Euro-Atlantic Integration Vsevolod Chentsov and Belgian Foreign Minister Maxime Prévot discussed opening negotiations on the clusters covering the “Fundamentals of the Accession Process” and “External Relations.”
The Ukrainian side also said it intended to seek the opening of additional negotiating clusters in autumn 2026. Implementation of the reform plan under the Ukraine Facility was another topic of discussion.
Week in Review
The events of August 16–22 showed a simultaneous intensification of Russia’s air campaign and an expansion of Ukraine’s long-range strikes against Russian infrastructure. On the diplomatic front, Kyiv focused on obtaining additional air-defense capabilities and maintaining support from its partners, while the exchange of 103 prisoners became one of the concrete results of interaction between the two sides.
By the end of the week, strengthening missile defense ahead of the winter period remained one of Ukraine’s main practical priorities. At the same time, talks continued with European countries, the United States and international partners on security, reconstruction and further integration into the EU.
